In a bold step toward revitalizing its textile industry, India has approved the establishment of seven Mega Integrated Textile Region and Apparel (PM MITRA) Parks under a flagship initiative aimed at positioning the country as a global leader in textile manufacturing. This transformative scheme is expected to create large-scale employment, attract significant investments, and bring world-class infrastructure to the Indian textile landscape.
A Vision to Reinvent Indian Textiles
Launched with the objective of fostering holistic growth across the textile value chain, the PM MITRA scheme (Prime Minister Mega Integrated Textile Region and Apparel) is a cornerstone of India’s strategy to strengthen domestic manufacturing, reduce import dependence, and enhance export competitiveness. The initiative envisions a network of modern, integrated textile parks that combine cutting-edge facilities with policy-driven incentives to fuel sectoral growth.
With an outlay of ₹4,445 crore over the period 2021–22 to 2027–28, PM MITRA is designed to support both large enterprises and small and medium textile businesses by streamlining the entire manufacturing process—from spinning and weaving to dyeing and garment production—within a single industrial ecosystem.
Where Are These Parks Being Built?
The seven PM MITRA Parks will be strategically located across India in both Greenfield and Brownfield formats. These sites were selected based on key criteria such as textile ecosystem maturity, infrastructure availability, connectivity to logistics hubs, and state government support. The chosen locations are:
Virudhunagar, Tamil Nadu (Greenfield)
-
Navsari, Gujarat (Greenfield)
-
Kalaburagi, Karnataka (Greenfield)
-
Dhar, Madhya Pradesh (Greenfield)
-
Lucknow, Uttar Pradesh (Greenfield)
-
Warangal, Telangana (Brownfield)
-
Amravati, Maharashtra (Brownfield)
Each park will be equipped with advanced facilities including R&D centres, testing laboratories, common processing zones, and skill development hubs to train the next generation of textile workers in sustainable and cutting-edge production techniques.
Catalyzing Investment and Employment
The PM MITRA initiative is expected to generate over 3 lakh direct and indirect jobs per park, transforming the employment landscape in the participating states. Already, MoUs worth ₹18,500 crore have been signed by potential investors expressing interest in setting up operations within the parks.
Special Purpose Vehicles (SPVs) have been formed in all five Greenfield locations to oversee park development, with funding support from both the central and respective state governments. The Centre has committed ₹4.90 crore per park, while the participating states have contributed ₹5.10 crore each. Work is already underway at the Amravati park in Maharashtra, where infrastructure development has begun with an initial allocation of ₹111 crore.
A New Era for India’s Textile Value Chain
The PM MITRA parks aim to revolutionize textile production in India by consolidating fragmented operations into unified ecosystems, thereby increasing operational efficiency and reducing logistics costs. The “plug-and-play” model will provide ready-to-operate industrial units, enabling manufacturers to set up facilities with minimal delays.
This initiative also aligns with the broader vision of making India a self-reliant, globally competitive economy. By integrating the entire textile production process within dedicated zones, PM MITRA seeks to reduce environmental impact, encourage innovation, and build resilience across the textile supply chain.
Looking Ahead
The PM MITRA Scheme represents more than just infrastructure development—it is a strategic blueprint to reclaim India’s historic leadership in textiles, with a focus on sustainability, scale, and socio-economic impact. As the global demand for ethically produced and quality textiles grows, India is positioning itself not just as a supplier, but as a pioneer in next-generation textile manufacturing.
With strong policy backing, investor interest, and implementation already underway, India’s textile industry stands on the cusp of a renaissance—powered by the PM MITRA vision.
